Yes, it's fine. I find it pretty hard not to look sometimes, just don't let your gaze linger.
You have to bear in mind that not all women are displaying their cleavage to attract attention to themselves. Some can't help it because they have a large bust but also like certain fashions which just happen to display their cleavage.
There are women who display their cleavage because they want, and enjoy the attention that it brings, but this is not typical, at least in my experience.
Most women know that displaying their cleavage will bring them attention from other people. It doesn't mean they still don't want to be treated respectfully though. I think they understand, in most cases, the odd glance is inevitable, just don't be the person that gets caught staring.
